Crossed Arrows Global Partners exists to govern how companies engage the United States defense ecosystem. We are not focused on accelerating exposure or generating activity. We focus on judgment, sequencing, and disciplined decision-making in an environment where credibility is finite, and mistakes are rarely reversible.
Our work has become more necessary as acquisition processes have become faster and less buffered.
The firm was founded on a simple observation. Most companies that struggle in this ecosystem do not fail because their technology is weak or their intent is misaligned. They fail because engagement occurs before the conditions are right, before ownership is clear, or before the system is prepared to absorb what is being presented.
Our work is shaped by direct experience operating inside this environment. That experience informs a bias toward restraint, clarity, and deliberate pacing, especially when external pressure encourages movement without understanding the consequences.

MATT HYATT

Matt Hyatt founded Crossed Arrows Global Partners after more than two decades of experience operating inside complex, high-stakes systems where timing, discretion, and sequencing determined outcomes as much as capability.
Over 24 years in the U.S. Army, more than half of which were in Special Operations, Matt worked at the intersection of operations, strategy, and multinational coordination. That experience shaped his understanding of how credibility is earned, how it is lost, and how early missteps quietly constrain future options.
Matt’s role is not to open doors prematurely, but to help companies understand which doors matter, when they should be approached, and what must be true before engagement is worth the risk. His work centers on governing exposure, protecting trust, and translating intent into disciplined action inside opaque institutional environments.

Colonel (Ret.) Michael Fleming brings decades of experience working at the intersection of defense innovation, international research collaboration, and U.S. acquisition ecosystems.
Having led multinational technology engagement efforts and advised companies navigating U.S. defense innovation pathways, Mike understands where interest is real, where it is performative, and where institutional incentives quietly limit progress.
His role is to help clients interpret signals correctly and avoid over-investing in pathways that appear promising but lack a credible route to adoption.
