Crossed Arrows Global Partners (CAGP) helps companies engage the United States defense ecosystem in the right way, at the right time.
The U.S. defense market is not an open commercial market. It is a closed institutional system where credibility is limited and early mistakes are difficult to undo. Companies do not fail here because their technology is weak. They fail because they engage the system before it is ready to understand them.
Our work focuses on making a company clear and understandable inside the U.S. system—what we internally call Institutional Legibility. In simple terms, this means ensuring the system can clearly see:

MATT HYATT
Co-Founder | Principal Advisor
Matt Hyatt founded Crossed Arrows Global Partners after more than two decades operating inside complex, high-stakes environments where timing, discretion, and sequencing mattered as much as capability.
Over 24 years in the U.S. Army, including more than 12 years in Special Operations, Matt worked across operational missions, multinational coordination, and senior institutional decision-making. This experience shaped his understanding of how credibility is built inside government systems and how early or mis-sequenced exposure can quietly limit future options.
As CAGP’s Requirement Architect, Matt’s role is not to open doors early, but to engineer the conditions that make engagement effective. His work focuses on governing exposure, protecting institutional trust, and translating technical intent into clear, disciplined action that institutions can recognize and adopt.

VICTORIA AMBURG
Director of Operations | Cultural & Engagement Governance
Victoria Amburg leads operational coordination and cross-cultural alignment for Crossed Arrows Global Partners. As an Israeli native with deep cultural fluency, she plays a key role in ensuring that engagements remain clear, disciplined, and institutionally credible across U.S. and Israeli environments.
Her work focuses on aligning communication, expectations, and working norms between U.S. government institutions and Israeli innovation teams. Within the CAGP framework, her role is preventative: identifying and resolving cultural or operational friction before it creates misunderstanding or erodes trust.
Victoria ensures that Active Sequencing is never compromised by misaligned messaging or expectations. She protects the firm’s credibility by making sure every interaction, from early diagnostic conversations to governed ecosystem engagement, is culturally and operationally aligned for long-term success.

DOVID BERG
Co-founder | Senior Advisor
Dovid Berg brings deep experience in strategic positioning, international growth, and senior-level decision-making across defense, technology, and venture environments. His work focuses on how technical narratives are understood by leadership, how positioning choices compound over time, and how poorly sequenced growth efforts create hidden institutional resistance.
Dovid’s judgment helps companies avoid paths that look attractive early but fail at scale. At Crossed Arrows Global Partners, he serves as the Closing Authority, leading the Institutional Alignment phase where engineered requirements are translated into durable acquisition strategies.
His role is to protect senior-level credibility and ensure that engagements are grounded in institutional reality not optimism. Dovid enters the sequence when governance tightens and leverage matters most, shaping the final structure required for successful U.S. market entry.
